Germany has not reopened coal-fired power plants in the manner suggested by U.S. President Donald Trump. While some lignite (brown coal) plants were temporarily reactivated during the 2022–2023 and 2023–2024 winters to address energy shortages stemming from reduced Russian gas supplies, these measures were emergency responses and do not indicate a reversal of Germany’s commitment to phasing out coal. The German government remains committed to ending coal-fired power generation by 2030 and achieving carbon neutrality by 2045 . 

In fact, coal power production in Germany dropped significantly in 2023, reaching its lowest level in 60 years. Coal’s share of total net power generation fell to 26%, while renewable energy sources accounted for nearly 60% . The temporary reactivation of certain coal plants was a short-term measure to ensure energy security during periods of high demand and does not reflect a broader shift back to coal energy.
